This page is on identity theft. The bad guy here has Seth's own hairstyle, but he also has a mask, the same kind of mask, incidentally, that Hal Jordan, the Green Lantern wears: one that seems to be painted or stuck on to his face.
The innocent victim has hair, a goatee, and a mole, an ordinary jacket with a smiley face on the sleeve. The sneering thief, wearing a collarless jacket and a wide belt, looks a little like a refugee from a BeeGees concert. Is that part of his problem? His own identity is out of sync, so he tries to steal someone else's... I don't know if that's what Seth had in mind, but I wouldn't put it past him.
