Still thinking about perspective.
This page--as well as the rest of the Doom Patrol story--has a more exaggerated, comic booky use of perspective than the Vertigo Pop series.
In the first panel the action is happening on the ground, and up above the buildings. So we get a view of both the height of the buildings and the broken monster doll below. But then the scene changes to the balcony where our heroes are seen from about ankle level, which gives a sense that their balcony is somewhere towards the top of a tall building.
