"Nimbus" is a story that Seth planned on and off for several years. By the time he put together a proposal that he sent to DC, it was very fully fleshed out, and by his reckoning had many many episodes. As far as I know nothing ever came of it.
It was about a civilization that lived entirely out in the sky in huge blimps or airships of some sort. They were completely self-sustaining, and had no contact with earth. The picture here is of life inside one of these airships.
