This is issue 4, page 3 from Vertigo Pop Tokyo, one of the few splash pages in that series.
Seth did quite a bit of research in order to get the look right for these images. He spent about 3 weeks in Tokyo taking photographs of urban settings and girls dressed up in the visual Kei style. Though the story itself is a bit over the top, he made sure the look was Tokyo, not Minneapolis (or even Osaka).
The Japanese script, by the way, says, from left to right: "delight", "shock", "righteous indignation", "can't believe it", and from Maki, "love?".
